Mass Casualty Commission - Final Report Release

The Mass Casualty Commission was established to conduct a public inquiry into the April 18-19, 2020, mass casualty in Nova Scotia and provide recommendations to improve safety in communities, ensuring the safety and well-being of the Canadian population during emergencies.


Scott Spicer, an accomplished professional with over 30 years of experience in the Toronto Police Service, was appointed the Investigative Lead for Multi-Agency Emergency Response within the Mass Casualty Commission.


Scott's wealth of experience, innovation, and leadership makes him the ideal candidate for this significant role. He is known for his exceptional ability to manage critical incidents, emergency response, and emergency management. He has trained and led Police, Fire, and Paramedic Services in critical incident response and emergency management. In his capacity as Investigative Lead, Scott played a pivotal role in coordinating and leading investigations into the response of multiple agencies to recent mass casualty events in Canada.


His expertise was instrumental in assessing existing protocols, identifying areas for improvement, and making recommendations to enhance the nation's readiness and response to such incidents in the future. He brought invaluable insights and leadership to the Multi-Agency Emergency Response team, contributing to a safer and more resilient Canada.
